The Bachelor of Public Policy equips you with a comprehensive understanding of Somali public policies and related international policies. This Public Policy degree program is training tools for upcoming students interested in working as problem-solvers in the public administration field. Are you seeking a dynamic career in politics, the public service, advocacy organisations, not-for-profit social and community services or private industry?

This well-regarded education experience includes the Applied Policy Project, in which you will be engaged in an intensive student-led investigation of a policy issue or controversy relevant to your interests. You may also have the opportunity to attend the Internships Program as journalist or any other field in public policies. Our program is designed to develop the skills and knowledge you need to gather and analysis a range of economic, demographic and social, to evaluate public policies and programs, and to participate in policy design, advocacy and communication.

Bachelor of Public Policy Curriculum

To obtain a Bachelor of Public Policy Degree, students are required to complete 180 credits. Courses may be taken on a full-time or part-time basis (Online).

Year 1

  • This subject covers the fundamentals that will allow you to understand Somalia’s constitutional system and the nature of the Somali state. This course offers an introduction to Somali constitutional law. In addition to examining questions of interpretive method, the course focuses on the powers of the federal government and the allocation of decision making authority among government institutions, including both federalism and separation of powers.
  • To introduce students to metaphysical, epistemological, ethical and political problems in cross-cultural discourse about the nature and identity of African philosophy.
  • To gain insight into how the basic economic problem is solved in different economic systems, how economic activity is measured and how prices are determined through decisions made by individual households and firms under conditions of perfect and imperfect competition.
  • This academic writing skills course has comprehensive lessons. Each lesson includes a practical assignment which is designed to help you improve your writing. All assignments are personally marked and graded by your tutor, so you’ll be receiving expert feedback at each stage of the course.
  • The course introduces students to neoclassical microeconomic theories of consumer and firm behaviour. Students will be able to explain the behaviour of consumers and firms and predict the performance of the economy by using concepts such the demand and supply and price sensitivity; consumer behaviour; production; and the operation of different market structures such as perfect competition, monopoly, monopolistic competition and oligopoly.
  • To enable students to demonstrate an understanding of the nature and scope of politics and the study of politics: and to be able to describe the nature and characteristics thereof.

  • The purpose of this course is to discuss the effects on modern business of the widespread application of information technology, including the evolution of new business models. We focus on electronic commerce as a highly visible example of the impact of information technology on international business.
  • To enable students to demonstrate an understanding of the state and state institutions and to describe the nature and characteristics thereof.

Year 2

  • In this subject, you will study one of the oldest and most essential vehicles of law, the one that regulates and organises the exchange of goods and services: contracts and obligations. This is an essential starting point for the consolidation of other areas of civil law and for tackling other legal disciplines (commercial law, financial law, etc.).
  • This course provides students of all disciplines with knowledge of African Ethics and Political Philosophy. It aims at exploring African value systems and sharpening students` comprehension of contemporary African Ethics and Political Philosophy. Facilitating student’s aptitudes to discern the implications of African Ethics for the transformation of the post-colonial African society, and its core ethos. Through the application of the philosophical method, students will develop independent reasoning demonstrated in the explanation and defense of their positions. Students who successfully complete this course will have developed critical thinking skills, possess the competency to clarify concepts, and be able to discuss as well as analyze political and ethical problems from the perspective of the African experience. The course empowers students to apply knowledge gained to various ethical and political problems.
  • Introduction to Psychology is a journey through all of the major psychological concepts and principles. The knowledge gained from this course will allow students to critically evaluate psychological research and have a more in-depth understanding of human thought and behavior.
  • To enable students to demonstrate an understanding of, and to analyse, describe and explain the relationship between politics and economics in the African context, the politics of Africa’s debt burden, structural adjustment and its political implications.
  • This course will enable students to analyse the functioning of a macroeconomic system by focusing on the development of the students’ understanding of different theories regarding the determination of output and income and the different assumptions which underlie the theoretical models, the interaction between the various macroeconomic variables, the different analytical tools, and the economic policy implications of stabilisation policies of each model to gain a comprehensive picture of how the economy works.
  • To enable students to demonstrate an understanding of and to analyse, describe and explain the restoration of democracy in Africa and its prospects, and the role of civil society in the process.
  • The aim of this subject is to collectively cultivate social awareness in the practice of our profession. You will have the opportunity to apply your skills and competencies as a student of law by taking part in social work projects with special groups such as elderly people, at-risk youth and immigrants, as well as cases having to do with environmental problems.
  • To enable students to understand, analyse and describe the macro international political dynamics; intermediate international political dynamics and micro international political dynamics.
  • In this subject, we will define the position occupied by commercial law within the legal system (concept and sources), the legal status of companies and their owners (business owners), the general market regime in which commercial transactions take place (competition, unfair competition and advertising, brands, patents, copyright, etc.).
  • To enable students to analyse and describe the nature and characteristics of political dynamics, political actors (e.g. political parties and interest groups) and processes (e.g. political communication and public opinion); and to apply the fundamental theories in this regard.

Year 3

This course in the Academic English: Writing specialization, and it is a more advanced writing course. It will help you raise the level of your writing and make you more aware of the type of writing you can expect in college. You’ll learn what plagiarism is and how to avoid it using correct MLA citations. Also, you’ll learn to write a synthesis essay, which will help develop your critical thinking skills. Finally, you’ll write a documented essay, which will help further enhance your skill of using outside sources in your writing.

  • Advanced Argument Essays

In the previous class, you learned about writing argument essays. Here you’re going to learn how to make your essays more academic by writing more body paragraphs and adding support from outside sources. You will write a new argument essay, and since you already know how to write an argument, this will be a good way to practice using sources.

  • Avoiding Plagiarism

The topic of this module is very important for you to know about before you start taking college classes. Plagiarism is a kind of academic dishonesty that gets students into big trouble or even gets them dismissed from school. In this module, you will learn what plagiarism is and how to avoid it.

  • Synthesis Essay

In classes, you will often be asked to read several articles and write an essay about an idea you form from reading the articles. This kind of essay is called a synthesis essay. In this module, you will be given two lists of articles to choose from. You will need to read the articles on your list and then write a synthesis essay. You will use sources from the articles to support your own ideas.

  • Documented Essay

In this course, you will start using the Internet to find your own outside sources to support your ideas. You will also try to write a longer essay than you have before. This module will give your more practice using quotes and paraphrase in your essay, and you will learn to use a Works Cited page to list your sources.

  • This Introduction to Management course covers core management skills that can be applied to almost any management role or industry sector. Aimed at those who directly manage others, it’s a popular choice for professionals who have not had any formal management training and those who are relatively new to management.
  • To enable students to describe and analyse the nature, characteristics and impact of public policy; and to apply the theories on the formulation of public policy and the political impact thereof.
  • To enable students to critically assess the development of the market economy in Somalia by looking at topics such as the origins of the precapitalist economy, the development of Somali business economics after the collapse of central government from the agricultural era, the impact of the political revolution, and the gradual industrialisation of Somalia.

  • This course student will be able to identify the influence of Modern thinkers on the history of Philosophy and their continual role in the development of philosophical discourse. Moreover, students will be able to analyse and evaluate complex arguments posed by the thinkers they encounter, being challenged to construct counter-arguments and/or supportive arguments to these claims.
  • This course students will learn African philosophy in the philosophical discourse produced in Africa. African philosophers are found in the various academic fields of present philosophy, such as metaphysics, epistemology, moral philosophy, and political philosophy. To enable students at an advanced level to gain deeper and wider knowledge pertaining to the African experience. It will also equip students with research skills that will help them to make valuable contributions to the advancement of humankind.
  • In this subject, you will acquire the necessary knowledge about international and European environmental law. Through practical application, you will learn about the most important international agreements, regulations and environmental guidelines and the future challenges they entail, among other topics.
  • This course offers a general introduction to the World International Trade Law (WTO Law), EU-law, Africa and the other parts of the world. Exploring the structure, principles and main WTO Agreements shaping international trade within the WTO will provide the students with a birds-eye view to international trade framework in general. The study of the relationship between WTO and EU will consist of the analysis of the status of the EU in the WTO, and the legal effect of WTO law in the EU.
  • Between your second and final year, you’ll have the option to study or do a work placement for up to one year. Not only will this give you an amazing experience to talk about but will also give your CV a boost. If you’d rather go straight to your final year, that’s absolutely fine too.

    This course offers you the opportunity to enhance your study and CV with a work placement sandwich year. It’s a chance to explore career possibilities, make valuable contacts and gain sought after professional skills.

    If you take up a work placement between your second and third year of study, at The University of Government and Economics you’ll pay no tuition fee for this year. We’ll ask you to make your decision in your second year, so there is plenty of time to think about it.
